Description:The Association for Civil Rights in Israel (ACRI) is Israel's largest and leading civil rights organization, and the only one dealing with the entire spectrum of human rights and civil liberties. ACRI's goal is to protect and promote human rights and civil liberties in Israel and the territories under its control. Since its founding in 1972, ACRI has been at the forefront of the crusade for human rights. In a country without a written Constitution or Bill of Rights, ACRI's activities in defense of human and civil rights are based primarily on legal and legislative work, as well as public outreach and educational efforts. ACRI is an independent, nonpartisan organization, supported solely by private contributions, membership dues and foundation grants. ACRI accepts no government funds.
Programs:ACRI's activities in defense of human and civil rights are based primarily on legal, educational and public outreach work. ACRI brings precedent-setting cases before various courts, about half of which are heard by Israel's Supreme Court. ACRI provides expert testimony to Israel's legislators and suggests initiatives in the field of civil liberties. ACRI receives and, when appropriate, acts on complaints from hundreds of individuals every year. ACRI's educational activities are two-pronged, focusing on the formal Jewish and Arab school systems, and on conducting training for the security services (i.e., the police, prison authorities, the border guard, and the IDF) in the appropriate use of force and protection of human rights. Additionally, ACRI aims to deepen the awareness of both decision-makers and the public to civil liberties in personal and national life, particularly through extensive public outreach and work with the media.
Accomplishments:
  • 1. Legislation promoting human rights: ACRI has a standing representation at Knesset committees, giving expert opinions on subjects related to human and civil rights. We have had a significant impact on more than thirty pieces of legislation, including Basic Laws, anti-harassment laws, laws for equality of opportunity in employment, the Patients' Rights Law, Alternative Burial Law, Public Counsel Law, Freedom of Information Law, and more.
  • 2. Litigation protecting human rights: ACRI has been responsible for dozens of key legal precedents protecting fundamental human rights, such as the right of non-Orthodox Jewish representatives to serve on local Religious Councils, the right of women to serve as air force pilots, the right of security detainees to be represented by legal counsel, etc.
  • 3. Education for human rights: ACRI has advanced human rights education in the security forces, making it an integral part of the training of officers and soldiers in key operational positions.
Future Objectives:
  • 1. Equality - to promote the right to equality as a universal value of every sector of the population, such as equality among various Jewish religious movements, the right of every person to marry, equal rights for both Jewish and Arab citizens, etc.
  • 2. Social and Economic Rights - to promote basic social and economic rights for all, including the rights to education, housing and health.
  • 3. Human Rights in the Occupied Territories - to defend the fundamental human rights of residents of the occupied territories.
Effectiveness:1. Change in the policies of government and local authorities as a result of precedent-setting Supreme Court decisions or public pressure by ACRI.
2. Advancement of legislation protecting and promoting human rights.
3. Increase in the number of inquiries and complaints from the public, reflecting a growth of public consciousness of citizen and resident rights.

Biography of
the Main Person:
Prof. Ruth Gavison, President of the Association of Civil Rights in Israel, is Professor of Law at the Hebrew University in Jerusalem. Prof. Gavison is a member of the International Commission of Jurists and has been appointed to numerous public commissions in Israel, among them on Privacy (1976), Relations Between the Religious and Secular (1987-1990), the Zadok Committee on Newspaper Regulations (1996-1997) and the Shamgar Commission on the Appointment of the Legal Advisor of the Government (1997-present). She has been awarded the Saltner Prize in Legal Research (1997) and is the author of numerous articles in Israel and abroad. Since 1976, Prof. Gavison has been an integral force in the creation and development of ACRI and has held positions including Chairperson and member of the Board of Directors. Since 1996, Prof. Gavison has served as ACRI's President and is among the key leaders in the effort to establish an Israeli society wherein true democracy and peace, human and civil rights are basic components and core values.
